County seeking feedback on proposed data center zoning code changes

PIMA COUNTY (Sept. 23, 2026) – Pima County Development Services is seeking public comment on proposed changes to the Zoning Code that govern data centers.

County Administrator Jan Lesher Monday sent a memo to the Board of Supervisors with a draft of the proposed changes to Title 18 of the Zoning Code. The changes are scheduled to go before the Planning and Zoning Commission Oct. 28. In anticipation of that, Development Services is seeking input from the public.

The Board of Supervisors is considering a moratorium on data center development at its meeting Sept. 22 to give time to developing zoning code changes for data centers for their consideration at a meeting later this fall.

Development Services has published an online survey that asks the public to rank the importance of areas in the code under consideration, and it will hold an open house Sept. 28 from 10 a.m. to 3 p.m. in the basement of the Public Works Building, 201 N. Stone Ave. It will host a forum online in October as well, though details for that are still being finalized.

The proposed regulatory framework for data centers would:

• Define data centers
• Establish a development review process
• Provide development standards
• Provide design standards
• Require applicants to conduct noise studies and mitigation
• Require compliance with the Conservation Lands Systems

The open house will have copies of the code change proposal and other information. The public will be able to review the changes and make comments or ask questions.

Development Services is asking for feedback about what the public is most concerned about when it comes to data centers, the types of code protections they think are most important, and what types of mitigation methods the County should require.
