EdgeCore Returns With Revised Mesa Data Center Plan

MESA, Ariz. (March 11, 2026) — EdgeCore Digital Infrastructure is returning to Mesa’s Planning and Zoning Board with a revised version of its Mesa North Campus, with Phoenix Business Journal reporting that the company is seeking approval for a scaled-back data center expansion after previously winning approval for a larger 2.1 million-square-foot plan in January 2024.

The Denver-based data center developer is scheduled to appear before the commission on March 11 to seek approval for a modified site plan for its campus in Mesa’s Elliot Road Technology Corridor, at the southwest corner of Elliot Road and Everton Terrace. If recommended for approval, the revised plan would move on to the Mesa City Council.

According to Phoenix Business Journal, EdgeCore originally secured approval in January 2024 for a 2.1 million-square-foot expansion that called for three three-story buildings and a 350,000-square-foot Salt River Project substation designed to add 250 megawatts of capacity. The latest proposal would reduce the expansion to two buildings totaling 1,236,960 square feet, or roughly 800,000 square feet less than originally planned.

According to site plan modification documents filed with the city, the campus is intended to operate as a secure technology park serving cloud, enterprise, and large-scale colocation customers, with reliable power, dense fiber connectivity, and high-efficiency cooling systems designed for low water use.

Phoenix Business Journal also reported that the project was scaled back to accommodate an SRP switchyard. Bill Jabjiniak, EdgeCore’s senior vice president of national community and government relations, told the publication that SRP sought to expand infrastructure on the property to help meet rising regional energy demand, resulting in the removal of the southernmost planned building from the campus layout.

While the revised site plan reduces the project footprint, city documents indicate the overall campus design remains substantially the same, with some proposed changes to colors, materials and screening.

A construction timeline has not yet been established and will depend on the amount of power ultimately available to the site. If approved, the buildings are expected to be developed in phases.

EdgeCore announced the Mesa expansion on Jan. 4, 2024, after securing $1.9 billion in financing for the campus. MUFG Bank served as administrative agent for the loan, which was led by TD Securities, ING Capital LLC, Scotiabank, Santander and MUFG.

In its own press materials, EdgeCore said it later acquired an additional 43.87 acres in Mesa to expand the campus and support planned capacity of more than 450 megawatts for hyperscale customers. Vizzda reports that the company acquired nearly 44 acres for $43.95 million in May 2025 from an entity affiliated with Brookfield Properties.

Full buildout of the campus would also include the original 180,000-square-foot data center and two additional buildings already under construction, identified as PH02 and PH03.

The Mesa revision comes as Arizona cities continue refining how they regulate data center growth amid mounting concerns over power availability, cooling systems, noise, water use and land-use compatibility. Although Mesa adopted a data center ordinance in July 2025, the EdgeCore expansion is not subject to those rules because the proposal predates the new policy.

EdgeCore is also pursuing a much larger expansion in Arizona outside metro Phoenix. In Florence, the company is exploring a 750-acre site for a future data center campus as part of a proposed 1,500-acre industrial technology park.
