Greg Caton to leave Oro Valley, serve as city manager in Grand Junction
Oro Valley, AZ – Oro Valley Town Manager Greg Caton has formally submitted his resignation, effective April 7, 2016, and has accepted the position of city manager for Grand Junction, Colorado. Caton wants to ensure a smooth transition as he leaves the organization and will work with Town Council to determine his last day of employment with the Town as well as plans for an interim town manager.
“It has been a pleasure working with very talented staff to implement the vision of Town Council, and I take great pride in the work that has been accomplished over my tenure,” said Caton. “Oro Valley is a wonderful community and will always be a special place for me. I greatly appreciate Town Council’s leadership and allowing me to manage and lead this great organization. It has been a pleasure serving Town Council and the residents of Oro Valley.”
Caton joined the Town of Oro Valley in November 2010 as the assistant town manager. On July 1, 2011, he was named interim town manager, and on April 18, 2012, he began his tenure as the town manager.
“Mr. Caton is deeply respected by Oro Valley Town Council, staff and the community,” said Mayor Satish Hiremath. “He leaves a legacy of success and bold leadership. We are grateful for his years of service and wish him well in Grand Junction.”
Caton has worked closely with Town Council to achieve its goals in the areas of leadership and communication, finance and economic development, and community infrastructure. Under his leadership, the Town of Oro Valley saw many achievements, including:
- Financial sustainability through staff right-sizing, creation of the 15-year plan for Capital Improvement Projects, and establishing fleet replacement programs.
- Partnership with the Regional Transportation Authority for improved public transportation services
- Partnered with Children’s Museum Tucson to establish Children’s Museum Oro Valley
- Partnered with the City of Tucson for the delivery of Central Arizona Project water to Oro Valley Water Utility Customers
- Aquatic Center expansion and enhancements
- Steam Pump Ranch improvements and restoration
- Annexation of the northwest corner of Oracle and Ina, including Tohono Chul Park
- Implementation of self-funded medical insurance
- Establishment of an Employee Health Clinic to encourage employee wellness and reduce overall healthcare costs
- Phased development and improvements at Naranja Park
- Acquisition of a Community Center
- Intergovernmental agreement (IGA) with Pima County for expanded library services and reduced cost to the Town
- Implementation of the Arizona Department of Corrections Community Betterment Program
- The development and implementation of new branding, website, and mobile app
Prior to joining the Town of Oro Valley, Caton served eight years as assistant city manager for the City of Durango, Colorado. Mr. Caton is also a former small business owner and sold real estate. He holds a bachelor’s degree in Political Science from Fort Lewis College in Durango, Colorado, and a master’s degree in Public Administration from the University of Colorado at Denver. Mr. Caton is a member of ICMA (International City/County Management Association) and the Arizona chapter, ACMA. He received the Credentialed Manager designation from ICMA, which is the premier municipal government leadership and management organization.
