Phoenix’s Safe Outdoor Space

Tucson, AZ (August 26, 2025) — Using a community-initiated strategy called Serving Together and Rebuilding (STAR) Village, the City of Tucson is partnering with local nonprofits to create a safe outdoor sleeping space pilot program for people experiencing unsheltered homelessness.

The concept was brought forward by Victoria Devasto, a mutual-aid volunteer, and presented to the Mayor, Council, and City Manager, who expressed support for a pilot. Vice Mayor Lane Santa Cruz—who has championed this model for nearly a year—worked closely with Council Member Karin Uhlich, whose decade of human-services experience helped build momentum, secure support, and ensure the initiative reflects best practices and community needs. Operational support will be provided by the Primavera Foundation and Old Pueblo Community Services (OPCS).

As a point of reference, Phoenix’s Safe Outdoor Space is designed for 200 campsites (up to 300 people). Tucson’s pilot will serve up to 25 individuals at a time and will be continuously staffed to keep the site secure. In addition to safe outdoor sleeping, STAR Village will offer on-site social-service support and medical assistance to help participants transition to more stable housing.

City staff are finalizing the Ward 3 location at 244 E. Grant Rd. and conducting outreach to nearby residents and businesses. The site will utilize the City’s Homeless Work Program—with voluntary participation from STAR Village users—to provide cleaning services for the site and the immediate surrounding area. Funding for the pilot will come from Mayor and Council office budgets, local nonprofits, and private fundraising. Community members can support the program by volunteering or donating through the Primavera Foundation at Primavera.org.




Groundbreaking for Sugar Hill on Stone Affordable Housing Development This Week

TUCSON, Ariz. (Aug. 26, 2025) — Tucson Mayor Regina Romero will join Ann Chanecka, Director of the City’s Housing and Community Development (HCD) Department, to break ground on Sugar Hill on Stone, a new affordable housing community at 1910 N. Stone Avenue. The ceremony will take place Wednesday, Aug. 27, 2025, from 8:30–9:30 a.m. Attendance is by invitation only.

Sugar Hill on Stone will deliver 66 affordable apartments—with 37 homes reserved for families and individuals currently residing in the Tucson House—advancing equitable reinvestment in a historically disenfranchised and disinvested neighborhood. The project is the third residential development by El Pueblo Housing Development, HCD’s nonprofit development arm, and represents one of the early phases of the City’s $50 million Choice Neighborhoods Implementation Grant awarded by the U.S. Department of Housing and Urban Development (HUD) in 2023.
