Evergreen Development Acquires Eastmark Site for Mixed-Use Development in Mesa

Evergreen DevelopmentNew project will bring 261 apartment homes along with a complementary retail development

Mesa, Ariz. – (September 3, 2026) – Evergreen Development, a regional commercial real estate developer headquartered in Phoenix, has acquired an 11.7-acre parcel north of Signal
Butte and Warner in Mesa’s Eastmark submarket to build a mixed-use community that pairs multifamily housing with new retail. The property was purchased from Brookfield.
The development combines apartment homes with a retail center, reflecting Evergreen’s focus on suburban mixed-use projects that bring housing and everyday services together in
growing communities.

“Suburban mixed-use is an emerging focus for Evergreen,” said Jim Bulsiewicz, Senior Vice President at Evergreen. “Our goal is to thoughtfully integrate residential and retail in a way that strengthens both uses and creates a development that better serves the surrounding community.”

The multifamily portion will include 261 units across nine three-story buildings. Residents will have access to an amenitized clubhouse, a resort-inspired pool, a fitness center, and
outdoor gathering spaces with TVs, BBQ stations, fire pits, and a dog park.

Evergreen plans to break ground in the first quarter of 2027, with lease-up beginning in the second quarter of 2028. This project continues a period of steady growth for Evergreen in the Mesa market. Over the past 12 months, the company has started construction on 482 units across two developments, and this project adds to that pipeline.

“We’re proud of the Safeway-anchored center we developed and leased just south of this site, which has been home to restaurants and businesses enjoyed by the community since 2020,” said Laura Ortiz, President and Managing Principal at Evergreen. “With this adjacent parcel we saw an opportunity to build on that success by adding a residential component and worked in partnership with Brookfield and the City of Mesa to create an integrated mixed-use project.”

The retail portion of the site is planned for an approximately 8,500-square-foot multi-tenant retail building for restaurant and retail uses along with a 2,360-square-foot free-standing
Chipotle with a pick-up Chipotlane. Evergreen has engaged a team led by Regan Amato at JLL to market the retail spaces.

“We’re seeing strong interest from retailers and restaurant operators who recognize the value of being part of a thoughtfully planned mixed-use development. The combination of new residential density, strong surrounding demographics and convenient access creates a compelling opportunity for tenants looking to establish a long-term presence in this growing trade area,” said Regan Amato, Senior Managing Director at JLL.
