Tucson, Arizona, (March 21, 2025)—DSW Commercial Real Estate (DSW), a leading development, investment, brokerage, and property management firm, announced the successful rezoning and development opportunity for Tierra Valencia, a 13.96-acre property located at 3200 W Valencia Rd, Tucson, AZ 85746. The property was originally split-zoned CB-1 and TR, making it challenging to develop cohesively.

The entire site has now been zoned to a Specific Plan (SP). SP zoning offers flexibility to respond to the market by approving complementary uses such as retail, restaurant, multifamily, self-storage, etc., along with basic development standards. The image shows one possibility for the Tierra Valencia.

Chris Itule of DSW Commercial Real Estate, along with DSW’s entitlement team, began working on the project in December 2023. The County Board of Supervisors unanimously approved the SP zoning at its January 21, 2025, meeting.

“We had positive feedback from the community with many requests for specific retailers including a pizza restaurant, a grocery store, and community space. While we do not have an end user in mind, we have many inquiries and are working to develop the best plan possible,” said Chris Itule with DSW.

Southwest Tucson’s population continues to grow, and historically, it has been an underserved market. Home builders are acquiring additional land for new homes, and Pima County will start the Valencia Rd widening project between Mission Rd and Camino de La Tierra in the fourth quarter of 2025.
