
PIMA COUNTY, (July 17, 2025) – The Pima County Board of Supervisors approved two gap funding agreements for Pima County affordable housing 2025 projects at its July 15 meeting.
The funding amounts, recommended from the Regional Affordable Housing Commission, were previously approved by the Board as part of its annual $5 million allocation for the development and preservation of affordable housing in Pima County.
The approved contracts are with:
- Pima County Community Land Trust — $250,375 for the Barrio Kroeger Lane Infill Project.
- Rio Azul Partners, LLC — $600,000 for the Rio Azul Apartments Phase II project.
The Board voted 4-1 to approve each contract.
The gap funding for the Barrio Kroeger Lane Infill project is for construction of two homes, located west of I-10 between 18th and 20th Streets.
The gap funding for Rio Azul Apartments Phase II will support the development of six apartment units at 839 E. Minorka Road, near East Drexel Road and South Park Avenue.
These approvals support the goals of the Prosperity Initiative, a comprehensive set of 13 policies adopted by the County in 2023 to reduce generational poverty in the community. The gap funding supports policy Nos. 1 through 3:
- Increase the supply of housing
- Improve quality of life and opportunity in high-poverty neighborhoods
- Improving housing stability
To date, the Board has dedicated more than $15 million for 19 affordable housing projects, supporting 1,332 affordable housing units, after recommendations from the Regional Affordable Housing Commission. The Supervisors increased their commitment to keeping people housed by approving $8.5 million in the Fiscal Year 2025-26 budget and at least $200 million for a 10-year period after that.
