
PIMA COUNTY, AZ (Sept. 18, 2025) – The Pima County Board of Supervisors approved three gap funding contracts for affordable housing projects at its Sept. 16, 2025, meeting.
The funding recommendations, made by the Pima County Regional Affordable Housing Commission, were approved by the Board on March 18, 2025, as part of its $5 million allocation for Fiscal Year 2024-25 toward the development and preservation of affordable housing in Pima County.
The approved contracts are with:
- Lariat Village Propco, L.P. — $673,000 for Lariat Village, 120 units of new apartments at 860 E. Irvington Road
- Habitat for Humanity Tucson — $1 million for Mars Landing, 30 new homes at 4440 W. Mars St.
- Pima County Community Land Trust — $234,316.00 for Barrio Anita Casitas, six new homes (northwest of downtown)
These contract approvals advance the Prosperity Initiative — a 13-policy framework adopted by the County in 2023 to break the cycle of generational poverty. In particular, they align with Policies 1 through 3:
- Increase housing supply, mobility, and opportunity
- Improve quality of life and opportunity in high-poverty neighborhoods
- Improving housing stability
Since specifically dedicating funds to affordable housing on July 1, 2022, the Board has invested nearly $16 million in gap funding recommended by the Regional Affordable Housing Commission. The funding has supported 1,332 affordable housing units to be developed or preserved in Pima County.
One of those projects — the renovation of the Amazon Motel — held a grand opening Sept. 16, 2025. The County provided $749,625 in gap funding toward the completion of that 30-unit project, led by the City of Tucson.
Looking ahead, the Board has approved $8.5 million in fiscal year 2025-26 to expand affordable housing and keep residents safely housed. The Supervisors further increased their commitment to keeping people housed by approving at least $200 million for a 10-year period after that to sustain this work.
