By statute (A.R.S. §4-206.01) and rule (A.A.C. R19-1-204), the Department of Liquor Licenses and Control (DLLC) conducts a liquor license lottery based on estimates published by the Arizona Department of Administration's Office of Employment and Population Statistics.
Based on 2014 population estimates, Maricopa, Pima and Yuma Counties have experienced population increases of 10,000+, the requirement for the state to issue one additional license of each series (6, 7, and 9).
The Arizona Department of Liquor will accept lottery entry forms from Monday, May 11 through Friday, June 5, 2015 for new 2015 Arizona Liquor License Lottery. The $100 entry fee is non-refundable. Entries are accepted with or without a pre-determined business location. The business location must be determined prior to Monday, June 25, 2018.

When the number of applications exceeds the available licenses in a series, a random selection drawing is held to determine which entrants may participate in the application process. The drawing will be held at 10 a.m. Monday, June 22, 2015.
