TUCSON, Arizona (Oct. 27, 2026) — Rio Nuevo and Groundswell Capital are accepting applications for “Small Business, Big Ideas,” a grant program offering $5,000 to $25,000 to help entrepreneurs launch, expand or relocate businesses within Tucson’s Rio Nuevo District.

Applications are open through October 30, 2026. The program supports new businesses, existing operations seeking to grow, and creative projects that bring customers and activity to the district.

Funding categories include startup capital for businesses launched within the past two years, growth capital to expand revenue or services, and creative capital for projects that generate foot traffic. The program also prioritizes access to funding for underrepresented and underserved entrepreneurs.

Eligible applicants must have annual gross revenue below $300,000 and operate within the Rio Nuevo District. Mobile businesses may qualify if at least 75% of their revenue comes from business conducted within the district. Pop-ups, food trucks, retailers, service providers and event-related businesses are among the operations encouraged to apply.

Applications will undergo an eligibility review and scoring process, with recipients selected by a community committee. Groundswell Capital offers English- and Spanish-language online information sessions, open office hours and eligibility tools to assist applicants.

The partnership combines Rio Nuevo’s economic development resources with Groundswell Capital’s work as a nonprofit lender to expand access to capital and strengthen the district’s business community.
